Dr. Baha’ Al-Din Makawi Sudan is characterized by dense ethnic and cultural diversity. This diversity could have been adopted as a source of cultural enrichment and as a factor contributing to the strength of the state, because diversity in general is a double-edged sword. If properly utilized, it becomes a source of strength; however, if mismanaged, it becomes a weapon for destruction and devastation. All of this depends on the way in which diversity is managed. Political leaders have adopted two strategies in dealing with ethnic diversity. The first is the strategy of assimilation, which failed because it rejects recognition of the other, leading to conflicts and instability, as occurred in the Sudanese experience. The second is the strategy of functional integration, which recognizes the other and allows them to express their own identity and particularity. This strategy was used as a foundation for the Addis Ababa Agreement of 1972 and the Comprehensive Peace Agreement of 2005. Functional integration is the best approach for managing ethnic diversity because it recognizes the other and includes a number of options, such as autonomy and federalism. Loading Search
