The Shura Council organized a discussion seminar entitled “Parliamentary Diplomacy: The Role of Legislative Councils in Promoting Peace, Understanding, and Rapprochement Among Peoples” as part of the Council’s participation in celebrating the International Day of Parliamentarism, observed annually on June 30. The seminar was held under the patronage and in the presence of H.E. Mr. Hassan bin Abdullah Al-Ghanim, Speaker of the Shura Council. Dr. Bahaa El-Din Makawi, Head of the Department of International Affairs at the College of Arts and Sciences, explained the concept of parliamentary diplomacy, highlighting the difference between parliamentary diplomacy and official diplomacy and how parliamentarians can use this approach to strengthen international relations. He noted that parliamentary diplomacy is distinguished by its ability to build direct relations among elected representatives from different countries, thereby enhancing mutual understanding and cooperation on shared international issues. He also emphasized the importance of activating parliamentary diplomacy to promote peace and understanding among peoples through joint initiatives and parliamentary dialogue. In response to a question about the role of legislative councils in promoting peace among peoples, Dr. Makawi explained that parliamentary diplomacy contributes to resolving disputes and reducing tensions through legislation that strengthens human rights and justice. Councils and parliaments also contribute to spreading a culture of peace and promoting dialogue among peoples through visits, hosting intellectuals and scholars, and organizing local and regional programs aimed at fostering a culture of peace. He also highlighted the role of parliamentary diplomacy in mediation at the local, regional, and international levels, noting that it has proven successful in resolving many conflicts. Dr. Makawi further referred to the role of legislative councils in discussing global issues such as the environment, climate change, human rights, and minority rights, as well as their contribution to promoting universal values and advancing international understanding.
