Estimates indicate that this number is expected to reach approximately 263 million students by 2025. This substantial growth in demand for higher education has raised fundamental questions regarding the ability to provide such vast educational opportunities while, at the same time, maintaining the quality of higher education program outcomes. Legitimate concerns have emerged that this expansion may come at the expense of the quality and nature of academic programs, reducing the knowledge, skills, behaviors, and values acquired by students in universities and higher education institutions, and consequently negatively affecting the characteristics and qualifications of higher education graduates.\n\nThese concerns were confirmed when international reports revealed a significant gap between the knowledge and skills possessed by graduates and the actual requirements of the labor market. This gap costs the business sector globally hundreds of billions of dollars in preparing and training new employees so that they can perform their professional duties effectively. This issue has generated intensive discussions at the global level in recent years, and the remarkable developments in technology and communication have contributed to opening wide avenues for these in-depth discussions, which aim to achieve alignment between the skills required by the labor market and the educational outcomes of higher education institutions.\n\nThese discussions have resulted in the emergence of a broad global consensus emphasizing that the solution to this situation lies in focusing on the quality of educational outcomes of the academic programs and courses offered by higher education institutions. This can be achieved through applying a set of standards that ensure these outcomes are aligned with the actual needs of the labor market.\n\nDue to the critical importance of education quality in today\u2019s complex, open, and interconnected world, many countries have established national bodies and agencies for quality assurance in education. Their mission is to monitor educational outcomes through developing specific quality standards and indicators, conducting periodic reviews to ensure the implementation of these standards in academic programs, and issuing comprehensive and in-depth reports that analyze the strengths and weaknesses of educational programs and provide clear recommendations, when necessary, to contribute to their improvement and development.\n\nIn response to accelerating global developments, and due to the flexibility, mobility, and rapid movement that characterize this era\u2014which have affected students, faculty members, institutions, and academic programs\u2014and in continuous efforts to bridge the gap in educational outcomes resulting from these new developments and to reinforce the principle of educational quality assurance, an approach has emerged emphasizing the importance of cooperation among quality assurance agencies in order to provide the knowledge and skills required in the global labor market.\n\nAs a result, several international networks have been established, bringing together national bodies and agencies working in the field of educational quality assurance.\n\nThis book aims to highlight the concept of quality in higher education, academic quality standards and indicators, and methods of implementing them in a way that positively affects the entire educational process and establishes the knowledge, skills, values, and behaviors required of graduates in accordance with labor market needs.\n\nThe subtitle of the book, \u201cA Roadmap,\u201d reflects the essence of the methodology adopted in its preparation. In addition to being a scientific book concerned with theoretical aspects and explaining concepts and historical backgrounds related to quality in education, it is also a detailed and sequential practical guide that can be used as a reference for applying total quality principles to academic programs.\n\nIn addition to introducing quality standards and requirements, the book provides an extensive explanation of how to apply these standards in a simple and direct manner, enabling even those without extensive background knowledge of the subject to understand and implement the principles presented in the book with limited effort and focus.\n\nThe quality indicators and standards discussed and analyzed in the book were not designed to be used merely as a checklist; rather, they are intended to assist educational institutions and guide them toward adopting good practices that naturally lead to achieving the required quality in academic programs.\n\nThese practices can be incorporated into institutional policies, regulations, procedures, and daily practices so that quality becomes a general culture and a continuous activity carried out by different units within the institution. The roles of these units should be integrated in order to achieve the desired goal: applying quality standards to the programs provided by educational institutions.\n\nAlthough review and accreditation bodies have traditionally issued evaluations regarding the quality level of academic programs at universities and provided recommendations for improvement, development, and enhancement, this book seeks to contribute to establishing a roadmap for designing and developing academic programs from the outset based on approved quality indicators. It also aims to provide academic program administrators in higher education institutions with guidance on following the procedures required for establishing programs according to the policies of the concerned institution, while benefiting from good practices and valuable experiences that contribute to maintaining continuous quality in these programs.\n\nThe author also hopes that this book will serve as a guide and reference for those responsible for the quality of existing academic programs, helping them develop these programs and improve their educational outcomes.\n\nThe book consists of an introduction and ten chapters. The first and second chapters address the theoretical aspects related to the concept of quality, the circumstances that have led to increased attention to quality in education, as well as the skills and competencies required of twenty-first-century graduates. These chapters aim to assist those responsible for academic programs in incorporating these skills into the programs and courses they supervise. The remaining chapters (from Chapter Three to Chapter Ten) address the practical aspects related to the roadmap toward achieving the desired quality.\n\nChapter One discusses the concept of quality in general and traces the emergence and development of the concept of total quality management and its transition into the field of education, as well as the circumstances that necessitated this transition. It also discusses the benefits of applying quality standards in higher education and introduces the most important international and regional bodies and agencies working in the field of higher education quality, along with the standards used by these organizations to measure the quality level of academic programs.\n\nChapter Two, entitled \u201cTwenty-First Century Skills\/Competencies,\u201d addresses one of the most important reasons behind the growing interest in higher education quality: the wide global gap between the learning outcomes of most academic programs in higher education institutions and the requirements of the labor market.\n\nThe chapter discusses various international frameworks related to twenty-first-century skills and provides a detailed explanation of the characteristics of graduates required by today\u2019s labor market. It also explores how modern teaching and learning methods and tools can be utilized to improve higher education outcomes.\n\nAccordingly, the chapter assists higher education planners and providers in incorporating the required knowledge and skills into academic programs, whether existing or newly developed, in order to make graduates employable, capable of performing their professional duties effectively, and able to continue working in evolving professional environments based on the knowledge and skills provided by their educational institutions during their years of study.\n\nIn this context, the chapter examines five of the most renowned and influential international frameworks in this field:\n\nThe North Central Regional Educational Laboratory (NCREL) Framework in the United States of America (2003).\nThe Organisation for Economic Co-operation and Development (OECD) Framework (2005).\nThe Key Competencies Framework of the European Framework for Lifelong Learning (2006).\nThe Partnership for 21st Century Skills Framework (2007).\nThe UNESCO Learning Metrics Task Force Framework (2013).\n\nChapter Three addresses academic program design, curriculum development, and learning outcomes under the title \u201cEstablishment and Development of Academic Programs.\u201d It is considered one of the most important chapters of the book, if not the most important, because it provides a clear roadmap on how to establish new programs and the steps and mechanisms required to enhance existing programs.\n\nDespite the wide differences regarding the methods and procedures for establishing new programs and developing existing ones, due to differences in institutional policies and regulations, this chapter focuses on the common principles in this field and the procedures followed by most higher education institutions when creating new programs or developing existing ones.\n\nThe most important contribution of this chapter is that it provides quality assurance departments in higher education institutions with guidelines that help establish academic programs from the beginning according to agreed-upon quality standards. Through periodic reviews, the development of improvement plans, and their implementation, these departments can maintain the quality of these programs continuously.\n\nChapter Four addresses teaching and learning, which represents the foundation and cornerstone of the desired quality and the main focus of academic program quality assessment standards.\n\nAlthough most academic program quality publications generally focus on teaching and learning procedures within programs without discussing teaching strategies and learning methods in depth, this chapter goes beyond this traditional approach by providing a detailed discussion of the modern concept of teaching. It reviews a number of important contemporary teaching methods and presents examples of good practices in this field.\n\nThe extensive explanation of these important aspects is required by the nature and methodology of the book, as it serves as a roadmap for achieving quality in academic programs. The author believes that integrating program development methodology, teaching methods, assessment processes, and quality management contributes to producing qualified graduates capable of keeping pace with developments, creativity, innovation, effective communication, problem-solving, entering the labor market, and performing their professional duties effectively.\n\nThe author emphasizes that simply explaining quality measurement indicators for educational programs without addressing the details of teaching and learning processes, and without providing faculty members with effective assessment methods and mechanisms that ensure fairness, does not achieve the intended objective of the book. The purpose is to contribute to establishing and developing academic programs capable of producing qualified professionals prepared to work in the highly developed and complex environment of the twenty-first century.\n\nDespite the challenges faced by the author in this particular chapter, these difficulties were overcome through the valuable observations provided by a number of specialists in teaching strategies and methods. These colleagues provided the author with extensive information, references, and accurate and useful comments, transforming these challenges into an enjoyable and valuable experience.\n\nChapter Five discusses assessment, which is also considered one of the most important pillars of the educational process, as it measures the level of knowledge and skills acquired by students and determines the extent to which intended learning outcomes have been achieved.\n\nSince accurate and fair assessment is one of the most important indicators of academic program quality, quality assurance units in universities and higher education institutions focus on providing the conditions and mechanisms necessary to ensure accuracy and fairness in this area.\n\nThe chapter discusses the concept of assessment, its importance, methods, and types. It also explains the mechanisms used by educational institutions to regulate assessment processes, including:\n\nRubrics.\nModeration.\nOther mechanisms that contribute to improving the accuracy and fairness of assessment.\n\nChapter Six discusses aspects of academic quality related to faculty members and students, considering that these two groups represent the most important pillars of the educational process.\n\nThe chapter addresses the central role of faculty members in ensuring the quality of academic programs and reviews several issues related to quality indicators for faculty members in higher education institutions, including:\n\nMechanisms for recruiting and retaining qualified faculty members.\nContinuous academic and professional development of faculty members.\nPromotion and motivation mechanisms.\nExternal communication and engagement of faculty members.\nParticipation in scientific research and conferences.\nContributions to serving their educational institutions and local communities.\nEngagement with academic and professional associations and service to the profession.\n\nThe chapter also discusses the role of an appropriate workload for faculty members in achieving the required balance between teaching, research, and community service activities.\n\nIt also addresses student-related quality indicators, including admission requirements, academic performance and progress, support provided to students with special needs, appropriate student-to-faculty ratios, and other issues related to students and the services provided to them by educational institutions.\n\nChapter Seven discusses the educational environment, resources allocated to academic programs, and student support services, which contribute to delivering educational services in the required manner due to their significant impact on the quality of academic programs.\n\nThese resources include:\n\nLibraries.\nClassrooms.\nComputers.\nInternet services.\nAvailability of facilities required by students, faculty members, and staff.\nHealth and safety systems.\nOther supporting services.\n\nChapter Eight of the book is entitled \u201cScientific Research and External Communication.\u201d It explains the impact of scientific research on the quality of academic programs, the characteristics of educational environments that support and encourage scientific research, and the factors that contribute to supporting and developing scientific research and enhancing the research capabilities of the institution both quantitatively and qualitatively.\n\nThe chapter also discusses external communication between the university and similar scientific institutions and professional organizations, as well as the university\u2019s contribution to community service. It highlights the positive impact of these activities on university members and the local community, and their overall influence on the quality of academic programs offered by the educational institution and their positive effect on its academic reputation.\n\nChapter Nine, entitled \u201cProgram Monitoring, Review, and Development,\u201d is dedicated to the methods and mechanisms for monitoring, reviewing, and developing academic programs.\n\nThe chapter discusses the internal review conducted by academic departments or program administrations with the aim of improving and updating programs, ensuring that they keep pace with scientific developments, and incorporating the new knowledge and skills emerging in the labor market.\n\nIt also addresses external reviews conducted by specialized bodies in the field of higher education quality assurance, the practical steps involved in the review process, and explains how to prepare the Self-Evaluation Report, which serves as a fundamental document for program review. In addition, the chapter discusses how to prepare improvement plans based on the recommendations of review committees.\n\nChapter Ten, the final chapter, despite its brevity, addresses a highly important topic: Quality Management System Administration.\n\nThe importance of this chapter stems from the fact that the effectiveness of the quality management system is the best guarantee for maintaining program quality. This is achieved through careful monitoring and continuous reviews conducted by quality system units at different levels, beginning with the program coordinator, followed by the academic department, faculty, and the university\u2019s quality assurance office, and ultimately reaching the university administration to ensure that all concerned parties comply with quality standards.\n\nThe chapter discusses the indicators that demonstrate the effectiveness of the quality management system within the concerned educational institution.\n\nThe book also includes a glossary of the most important terms used in the field of educational quality in both Arabic and English.
