{"id":1446,"date":"2026-08-11T18:16:52","date_gmt":"2026-08-11T18:16:52","guid":{"rendered":"https:\/\/bahamakkawi.com\/?p=1446"},"modified":"2026-09-19T07:21:37","modified_gmt":"2026-09-19T07:21:37","slug":"institutionalism-and-good-governance","status":"publish","type":"post","link":"https:\/\/bahamakkawi.com\/en\/institutionalism-and-good-governance\/","title":{"rendered":"Institutionalism and Good Governance"},"content":{"rendered":"<strong>In recent years\u2014especially in the literature of international organizations\u2014there has been a frequent discussion about institutionalism, good governance (often referred to interchangeably by various terms that essentially point to the same meaning), and related concepts.<\/strong>\r\n\r\n<strong>Despite the widespread use of terms such as good governance and institutionalism, these terms remain heavily contested.<\/strong>\r\n\r\n<strong>This article provides you with a clarification of the concept of institutionalism, the concept of good governance, and the relationship between them, as good governance is impossible in the absence of institutionalism, since institutionalism is considered one of the most important features of good governance.<\/strong>\r\n\r\nIn the literature of political development, political institutionalism means \"the institutionalization of decision-making processes, meaning the reliance on formal and systemic structures and frameworks such as parliament, political parties, and interest groups, with the aim of eliminating the personalization of power\" (1).\n\nAccording to this definition, institutionalism refers to the significant role played by various political institutions in decision-making. Formal structures\u2014in accordance with their pre-stipulated powers\u2014make the necessary decisions to manage governance and political affairs based on objective foundations, far from the subjective desires and personal interests of decision-makers. This is in contrast to the situation in Third World systems, which suffer from the personalization of power centered around individuals, and where the role of institutions diminishes, becoming\u2014if they exist at all\u2014mere facades and tools to justify the practices of the ruling authority. This points to the weakness or absence of institutional effectiveness. Therefore, writers and scholars have focused on defining the conditions for institutional effectiveness. The most prominent of these conditions include:\r\n<ol>\r\n \t<li>Adaptation to the variables of societal reality.<\/li>\r\n \t<li>Autonomy of movement and independence of political decision-making.<\/li>\r\n \t<li>Organizational hierarchy, coherence, and functional coordination within the unit and among the various institutions (2).<\/li>\r\n<\/ol>\r\nAdapting to the variables of societal reality requires complete freedom for these institutions so that they can respond\u2014autonomously\u2014to these variables. This aligns with the concept of the \"system,\" which is based on action and reaction in order to achieve the required balance. However, if an institution loses its freedom of spontaneous movement, it fails to respond quickly to changes occurring in social reality. Some scholars, such as Gabriel Almond, have considered responsiveness capacity to be<a href=\"https:\/\/bmakkawi.com\/ar\/1058#_ftn1\" name=\"_ftnref1\"><sup>*<\/sup><\/a>\u00a0Responsive capability is considered one of the indicators of the political system's effectiveness (3).\n\nLikewise, autonomy of movement and independence of political decision-making refer to the necessary freedom of movement, which points to the independence of the institution\u2014the very essence of \"institutionalism.\" In contrast, under personalized power (i.e., power tied to individuals), institutions\u2014if they exist at all\u2014have limited mobility and weak responsiveness because they await a signal or approval from the authority figure. This represents the absence of institutionalism, where institutions are rendered powerless.\n\nFurthermore, hierarchical organization denotes institutionalism, where powers increase as one ascends to the top of the pyramid, with the supreme authority figure representing the peak. The relationship between the peak and the base of the pyramid is dual: leadership receives information and proposals upon which decisions are made, which then travel back down through the exact same channels the information and proposals came up through. This occurs in a hierarchical sequence where duties and powers are clearly defined. Each level knows its duties and powers, insists on not exceeding them, and possesses the capability to retain and defend its powers in accordance with the constitution and the law. Indeed, every level has the right to resort to legal institutions if it is bypassed or if its powers are encroached upon.\n\nThe entrenchment of political institutions in the West has led to the emergence of institutional analysis of political phenomena, which is concerned with studying political processes and structures based on government documents and official state records.\n\nInstitutionalism is linked to a number of other political principles without which it cannot be applied. These principles include: transparency, the rule of law, and accountability. These principles\u2014in addition to participation, effectiveness, equity, and respect for human rights\u2014constitute the foundations of good governance.\r\n\r\n<strong>The Concept of Good Governance:<\/strong>\r\n\r\nDespite the widespread use of the terms \"good governance\" (Al-Hukm Al-Salih), \"good rule\" (Al-Hukm Al-Jayyid), and \"rational rule\" (Al-Hukm Al-Rashid), which all point to roughly the same contents, the term good governance remains one of the concepts that is heavily debated.\n\nAlthough scholars and thinkers have differed on finding a comprehensive and exhaustive definition of good governance, there is a consensus on the foundations of such governance, such as transparency, accountability, equity, the rule of law, and justice, \"because corrupt systems of governance... do not watch over the interests of the people... and thus do not fulfill their aspirations for pride and dignity\" (4).\n\nAmong the definitions provided for good governance is that it is \"the governance carried out by elected political leadership and administrative cadres committed to developing society's resources, advancing citizens, and improving the quality of their lives and well-being, with their consent and through their participation and support\" (5).\n\nAccording to the United Nations Development Programme (UNDP) in 1997, good governance is based on the following:\r\n<ol>\r\n \t<li>Active participation by citizens in managing the affairs of their society.<\/li>\r\n \t<li>Transparency: Which means the availability of accurate, correct, and complete information regarding various subjects, and the ability to obtain it easily by citizens.<\/li>\r\n \t<li>Accountability: Meaning the subjection of government officials to oversight and scrutiny.<\/li>\r\n \t<li>The rule of law: Meaning the availability of clear legal and judicial arrangements, while guaranteeing equality before the law for everyone.<\/li>\r\n \t<li>Effectiveness: Meaning the optimal use of resources, i.e., allocating and managing resources in response to collective needs.<\/li>\r\n \t<li>Equity: Meaning the guarantee of fair treatment for all, as well as the fair distribution of the fruits of development and its burdens (6).<\/li>\r\n<\/ol>\r\nHowever, subsequent studies issued by the United Nations Development Programme established nine criteria for governance. These criteria can be summarized as follows:\r\n<ol>\r\n \t<li>Active participation of citizens (men and women), with the availability of laws that guarantee freedom of forming political associations, ensuring freedom of expression and elections, and broadly extending public freedoms.<\/li>\r\n \t<li>Rule of law: Meaning the reference point of the law and its supremacy over everyone without exception.<\/li>\r\n \t<li>Transparency in the sense of the availability of accurate information in a timely manner, opening the field for everyone to access necessary and documented information in a way that helps make correct decisions. Information must be published publicly to widen the circle of participation, oversight, and accountability, reduce waste, and curb corruption.<\/li>\r\n \t<li>Responsiveness, meaning the ability of institutions to serve society by responding quickly to its demands and needs.<\/li>\r\n \t<li>Reconciliation: Meaning the ability to mediate and control conflicting interests, which Almond referred to as the distributive capability.<\/li>\r\n \t<li>Equality between men and women in gaining access to opportunities to improve conditions and achieve social advancement.<\/li>\r\n \t<li>Effectiveness: Meaning the ability to implement projects that fulfill the citizens' needs and aspirations on the basis of rational and prudent resource management.<\/li>\r\n \t<li>The existence of an integrated system of political and administrative accountability and oversight for officials, civil society organizations, and the private sector.<\/li>\r\n \t<li>Strategic oversight stemming from cultural and social data, aimed at improving people's conditions and community development (7).<\/li>\r\n<\/ol>\r\n<strong>Bad governance:<\/strong>\u00a0Poor Governance\n\nIn discussing good governance, some people\u2014approaching the subject with the aim of transitioning to good governance\u2014spoke about the concept of poor governance and pointed out its features, which can be summarized as follows:\r\n<ul>\r\n \t<li>Governance that does not separate private interests from public interests, nor public funds from private ones.<\/li>\r\n \t<li>Lack of a legal framework, arbitrary application of laws, and officials exempting themselves from applying the laws.<\/li>\r\n \t<li>The presence of a number of legal and procedural obstacles to productive investment, which drives towards rent-seeking and speculative activities.<\/li>\r\n \t<li>The presence of mechanisms that conflict with development and push toward the waste of resources.<\/li>\r\n \t<li>The presence of a weak, closed, or non-transparent information base.<\/li>\r\n \t<li>The spread of corruption, its mechanisms and culture, and the proliferation of values tolerant of corruption.<\/li>\r\n \t<li>The shaking of the regime's legitimacy and the weakening of the citizens' standing in it, which drives the spread of repression, the confiscation of freedoms, autocracy, and the violation of human rights.<\/li>\r\n<\/ul>\r\nThese are the features of poor governance systems, which apply to most governance systems in the Third World, pointing to the conclusion that these political systems are poor.\n\nHowever, there are those who argue that the foundations of good governance cannot be generalized due to the differences in social and economic conditions in the Third World compared to those prevailing in Western European countries, in addition to the fact that generalization means a lack of respect for the cultural specificities of peoples and societies.\n\nThis trend asserts that fixed criteria for good governance cannot be adopted and generalized; rather, each society can determine the foundations of its own good governance, based on its social and cultural frameworks and historical experience.\n\nHowever, the researcher believes that the aforementioned foundations are broad and encompassing, such as transparency, accountability, and equity. These are foundations that can be adopted in any society, and what remains thereafter is to find the appropriate mechanisms to activate them. This is where cultural specificity and historical experience come in, and every society can create its own mechanisms. As for the general principles, they do not violate the specificities and unique experiences of peoples, because these are general human values that are not specific to the West or the East; rather, all humans have contributed to formulating them through their long experiences until they have become axioms.\r\n\r\n<strong>Toward an institutional political system:<\/strong>\r\n\r\nIn addition to what was previously mentioned regarding institutionalism within the framework of the political apparatus (the institution of governance)\u2014which is represented by the creation of elected political institutions, the separation of powers, the active participation of citizens in managing their affairs, transparency, accountability, respect for human rights, equality before the law, respect for the constitution, and moving away from the personalization of the political position\u2014there are other areas in the political environment that complement the state in order to create an institutional political system. Among these areas are political parties, civil society, the administrative apparatus, and the private sector.\r\n\r\n<strong>First: Political parties:<\/strong>\r\n\r\nThe importance of institutionalism in political parties stems from the fact that parties are the main institutions seeking to reach the seats of government, which is considered their most important goal of all. Consequently, the presence or absence of institutionalism within political parties is directly reflected\u2014upon their attainment of power\u2014on the entire political system.\n\nIn order for institutionalism to prevail within political parties, the following are necessary (9):\r\n<ul>\r\n \t<li>That there should be no dominance over the members of the party by a leader, a family, or someone with a religious or tribal status who has a fixed right or custom that entrenches their position in leadership.<\/li>\r\n \t<li>That membership\u2014with its democratic regulations\u2014is alone the basis of duties and the source of rights.<\/li>\r\n \t<li>That membership\u2014in principle\u2014be open to everyone without exclusion on the basis of religion, ethnicity, or sect.<\/li>\r\n \t<li>That party members resort in their internal relations to a constitutional legitimacy upon which they agree.<\/li>\r\n<\/ul>\r\nThis means the presence of agreed-upon mechanisms for political succession that enable the rotation of leadership positions within the party, with the adoption of democratic principles in determining rights and duties, in addition to the party's openness and the existence of a constitutional legitimacy agreed upon by the members.\r\n\r\n<strong>Second: Civil society:<\/strong>\r\n\r\nThe presence of strong and active civil society organizations is the gateway to the existence of a good and democratic governance system, because civil society organizations are those associations and bodies that fill the space between power and society, and they are consequently the organized part of society.\n\nCivil society organizations play a major role in addressing the economic, social, and political issues of society, and they are relied upon to advance societies on the one hand, and to guide the behavior of governments on the other hand through multiple and diverse means.\n\nThe importance of civil society reached a point\u2014after the end of the Cold War\u2014that led some to consider it a future alternative to state institutionalism. Consequently, the condition of civil society institutions in any society determines the future of that society.\n\nHowever, these societal organizations suffer from many weaknesses resulting from the absence of institutionalism within them. Of course, if this institutionalism is absent within their ranks, they will not be able to achieve it outside their frameworks, meaning in the surrounding political environment. Perhaps the most significant challenges these organizations suffer from are the following:\r\n<ul>\r\n \t<li>The association of many of them with individuals. These individuals are the founders and therefore believe that these institutions are part of their personal \"property,\" so they insist on remaining in leadership and refuse to make way for others to manage them. This leads to conflict among members that either results in the fragmentation of the institution and the cessation of its work, or its continuation in a state of conflict and division that leads to the weakening of its role and its decline day by day.<\/li>\r\n \t<li>The absence of a democratic culture within them. Although it is agreed that civil society organizations are based on dialogue, tolerance, and prioritizing the public interest, reality shows that some of these organizations have turned into arenas for personal and self-interested conflicts.<\/li>\r\n \t<li>Funding problems: As most civil society organizations\u2014especially in developing countries\u2014lack the necessary funding to run their affairs and activities, they resort to internal or external entities for support. However, funding bodies often have interests they want to achieve through financing these organizations, which causes these organizations\u2014if they yield to the pressures of the funders\u2014to lose their independence and become a compliant tool in the hands of those entities.<\/li>\r\n<\/ul>\r\nThere is no doubt that civil society's response to the pressures of funders undermines its institutionalism and casts doubt on its positions, because institutionalism presupposes complete independence in choosing alternatives, determining policies, and implementing these policies in a way that serves the interest of the institution and its goals rather than the interest of the donors.\n\nThe existence of institutionalism in civil society organizations requires the following:\r\n<ol>\r\n \t<li>Their complete independence from the political regime and political parties.<\/li>\r\n \t<li>Finding sufficient funding sources to finance their activities in a way that enables them to be independent in policy-making and implementation.<\/li>\r\n \t<li>Electing leadership on a regular basis.<\/li>\r\n \t<li>Resorting to clear constitutional foundations that definitively determine rights and duties.<\/li>\r\n \t<li>Avoiding tribalism, regionalism, and sectarianism in the initial establishment of these organizations and in their subsequent practices.<\/li>\r\n \t<li>Establishing clear criteria for judging things and situations, and moving away from subjectivity.<\/li>\r\n<\/ol>\r\n<strong>Third: The administrative apparatus:<\/strong>\r\n\r\nThe administrative apparatus is the arm of authority in society, and it is responsible for overseeing the implementation of government policy in various fields. The administrative apparatus must be based on sound and objective foundations, and establish the necessary criteria so that its performance is consistent in similar cases.
