The book was published by Al-Ahram Foundation in Cairo as part of the Al-Ahram Economic Book series. It consists of 256 pages and is divided into six chapters. The book is regarded as one of the most valuable works in the field of development in its modern sense, while its author is widely recognized for his competence and expertise, not only in Egypt but also internationally. Because the book addresses issues that are highly relevant in today\u2019s world and are of particular importance to us in Sudan, we have chosen to take the reader on a journey through this important work, hoping that decision-makers in Sudan may benefit from the advanced ideas and constructive proposals it contains.\n\nThe author argues that human society is currently undergoing profound transformations represented by the scientific and technological revolution, the shift toward a market economy, changes in the relative importance of the factors of production, and the emergence of the knowledge economy and information society. Accordingly, the new era will witness \u201ca comprehensive transformation in the nature of knowledge, patterns of production and consumption, systems of authority and administration, and even the characteristics of everyday life.\u201d\n\nAccording to the author, these challenges \u201ccan only be met by continuously advancing and developing human capital, whether at the individual level or at the level of society as a whole.\u201d The book therefore focuses on how human capital can be developed and upgraded so that it is capable of confronting these challenges, achieving the desired development, and adapting to new realities.\n\nIt is important to note in this context that human development, as the author explains, is not concerned merely with increasing individual or national income. Rather, it is about creating an environment in which individuals can develop their capabilities and lead productive and creative lives consistent with their needs and interests. Development means achieving greater material and non-material satisfaction in all its forms and across all economic and social fields for every member of society. It is concerned with building a balanced society in mind, spirit, conscience, physical well-being, and quality of life.\n\nAccording to the author, this desired development can be achieved through efforts to advance four major areas: education, technology, increasing the technological component of economic growth, and improving the environment.\n\nThe first four chapters of the book address these topics in the order listed above, while the final two chapters discuss conditions in Egypt. We will focus primarily on reviewing these four areas, which the book identifies as the foundations for achieving the desired development.\n\nFirst: Education\n\nThe first chapter of the book is entitled \u201cEducation in the Twenty-First Century.\u201d In this chapter, the author emphasizes that \u201cthere can be no development without education, upbringing, and learning. The first condition for development is the creation of the development-oriented human being.\u201d He explains that the obstacle hindering development in the Arab world in general does not lie in a lack of resources or insufficient funding, but rather in \u201cthe absence of the human being capable of driving development.\u201d He cites the example of Japan, which \u201cdoes not possess abundant natural resources, but it does possess the human capital required for development.\u201d\n\nThe author summarizes his vision of education in a concise formulation: \u201cWe need an education that preserves the nation\u2019s identity, distinctiveness, and experience; an education based on technology; an education that moves the nation from manual labor to intellectual labor, from narrow specialization to flexibility and comprehensive knowledge, from centralization to decentralization, from hierarchical organization to network-based organization, from standardization to excellence, and from a single option to multiple choices.\u201d\n\nTo respond effectively to contemporary transformations, innovation and creativity must therefore be introduced into the educational process through a new structure capable of \u201cmoving the nation out of a scenario of decline and pushing it toward a scenario of progress and advancement.\u201d\n\nIn this regard, the author proposes adopting the concept of the \u201ceducational tree\u201d instead of the \u201ceducational ladder.\u201d He then explains the difference between the two concepts. The educational ladder implies a fixed beginning, a predetermined sequence, and a defined endpoint. The educational tree, by contrast, reflects the idea of continuous development. It has a foundational trunk\u2014basic education\u2014and multiple branches that allow citizens to climb toward higher levels and move horizontally from one branch to another. It also provides individuals with a permanent opportunity to re-enter the educational system regardless of their age, previous level of education, or specialization.\n\nThe development of education, according to the author, also requires the \u201cexemplary teacher\u201d\u2014a teacher distinguished by a high level of competence, strong academic, professional, and ethical standards, and the ability to make an effective contribution to learning, which he describes as \u201cthe science of shaping humanity.\u201d\n\nEducation must also be linked to training, practical experience, and cognitive development capable of generating progress, strengthening competitiveness, and building a technological civilization. This requires an educational, pedagogical, and cultural system that instills the values of time, quality, and mastery.\n\nRegarding a \u201cfuture vision for higher education,\u201d the book proposes expanding university admissions because \u201chigher education represents the strategic reserve of the state.\u201d It also recommends modernizing curricula in accordance with contemporary trends and establishing future studies centers at every university to monitor developments in science and technology, with particular attention to genetic engineering, information technology, microelectronics, and space sciences.\n\nThe author also proposes making a foreign language compulsory in all university faculties, alongside computer studies, marketing, business administration, and law. He emphasizes the importance of encouraging professors to devote more time to scientific research and of moving toward a professional academic system rather than the prevailing amateur model.\n\nThe author further recommends greater openness between universities and society, stronger support for student activities, performance assessment within a comprehensive quality-management framework, and the establishment of an independent, non-governmental national institution responsible for the external evaluation of quality in higher education institutions. This institution should also maintain links with similar bodies in developed countries.\n\nSecond: Technology\n\nThe second chapter of the book is entitled \u201cDevelopment and Scientific and Technological Progress.\u201d In this chapter, the author notes that the world is witnessing major developments and transformations as a result of rapid technological progress in production, distribution, information, and communication technologies.\n\nHe argues that the wide gap between the developed and developing worlds can largely be attributed to differences in the production, mastery, and use of science and technology. In this context, the author states that, in order for a science and technology system to operate efficiently and serve development objectives, it must possess the following:\r\n<ol>\r\n \t<li>A select group of scientists and experts capable of identifying realistic technological objectives and mobilizing society\u2019s resources and capabilities to achieve them.<\/li>\r\n \t<li>The ability to mobilize scientists, technologists, and skilled human resources to create, innovate, develop, and sustain the desired level of technological advancement.<\/li>\r\n \t<li>The state must be able to secure sufficient resources and the necessary inputs required to master advanced and emerging technologies.<\/li>\r\n \t<li>The necessity of having domestic and international markets for high-quality technological products that meet international standards.<\/li>\r\n \t<li>The need for a conscious and committed political will to make the harnessing of science and technology for development one of the state\u2019s foremost strategic priorities.<\/li>\r\n \t<li>Science and technology must hold a prominent position in society and enjoy broad public support.<\/li>\r\n<\/ol>\r\nUnder the heading \u201cComparative Global Experiences in Technological and Economic Development,\u201d the author adopts a comparative approach to examine the experiences of several countries, including the United States, the former Soviet Union, Japan, China, South Korea, Taiwan, India, Hong Kong, Singapore, Malaysia, Indonesia, Morocco, and Tunisia. Despite the differences among these experiences, the main lesson is the need to focus on education, openness to the outside world, the use of advanced technology, and the encouragement of applied scientific research as essential foundations for achieving development. This is particularly evident in the experiences of Southeast Asian countries.\n\nThird: The Technological Component of Development\n\nAlthough the second chapter discusses technology, the author continues examining the subject in the third chapter, entitled \u201cThe Technological Component in Economic Growth.\u201d This discussion is based on the assumption that the proportion of the technological component in value added is an indicator of the level of advancement or underdevelopment of a given country.\n\nThe technological component consists of the machinery, equipment, and devices used in the production of goods and services. It is described as the \u201cknowledge package that includes product designs, production techniques, and industrial processing methods.\u201d The technological component is generated primarily through research and development.\n\nThe author explains that development plans are based on four main components: natural resources, labor, capital, and technology. The technological component plays the largest role in the economies of developed countries, sometimes accounting for as much as 80 percent of value added, compared with 20 percent for the other components. The more advanced a country becomes, the greater the technological component; conversely, the less developed a country is, the smaller this component becomes and the greater the relative contribution of the other factors.\n\nIn this regard, the author proposes the formulation and adoption of a clear technological policy; the assessment of the technological component within productive and service institutions with the aim of developing it and increasing its share; maximizing the contribution of transferred technology to the development of domestic technological capabilities; and entering into partnerships and alliances with advanced and newly industrialized countries in order to facilitate technology transfer.\n\nFourth: The Environment\n\nThe fourth chapter of the book is devoted to the environment and its relationship to development. The author explains that the contemporary era is witnessing increasing risks of environmental pollution as a result of the industrial revolution. These risks include gases and fumes emitted by factories, oil pollution, radioactive and toxic substances, pesticides, and other pollutants.\n\nIndustrialized countries became aware of the dangers arising from environmental pollution some time ago. In 1972, they called for a conference on the human environment in Sweden, where an agreement was reached to develop a strategy to address environmental pollution. Since the late 1980s, the United Nations has also called for the protection and cleanliness of the environment and has linked environmental protection to sustainable development.\n\nThe Earth Summit, held in Rio de Janeiro, Brazil, in 1992, is regarded as a landmark in the history of human development because it addressed issues aimed at protecting the planet from potential disasters resulting from environmental pollution. Similarly, the 1994 General Agreement on Tariffs and Trade, under which the World Trade Organization now operates, granted states the right to impose restrictions on imported goods that may have harmful environmental effects.\n\nThe author also points out that development includes not only the material aspects of prosperity, but also quality of life. Sustainable development likewise depends on environmentally friendly methods and practices. The concept of sound development also involves minimizing harmful environmental impacts to the greatest extent possible.\n\nTo preserve a clean environment, the author proposes a number of measures, the most important of which include:\r\n<ul>\r\n \t<li>Controlling and managing pollution through Pollution Prevention Technology, treatment technologies, and life-cycle assessment that tracks a product from cradle to grave.<\/li>\r\n \t<li>Implementing an environmental management system that reduces pollution at its source, provides a safer and healthier working environment with minimal risks, improves workers\u2019 health standards, and ensures compliance with international environmental laws and regulations.<\/li>\r\n \t<li>Implementing a cleaner production policy and environmental self-monitoring by measuring the inputs and outputs of production processes, as well as emission and waste levels, in order to treat them and minimize their environmental impacts.<\/li>\r\n \t<li>Adhering to international environmental standards. In this regard, the book reviews a range of international standards and explains concepts such as environmental labeling and the green movement.<\/li>\r\n<\/ul>\r\nThe book also points out that the challenges facing the human environment and development are substantial, as unacceptable levels of deprivation continue to affect people\u2019s lives. The author notes that the world has a population of around six billion people, of whom more than 850 million are unable to read or write, approximately one billion lack access to clean water, 2.4 billion lack basic sanitation, around 352 million boys and girls are not enrolled in school, 11 million children die every year, and approximately 1.2 billion people live on less than one dollar a day.\n\nIn the fifth and sixth chapters, the author discusses conditions in Egypt in light of these global transformations. Chapter Five, entitled \u201cThe Egyptian Citizen and the Third Wave,\u201d examines the impact of new and emerging technologies on Egyptian society, as well as issues related to poverty, the environment, education, scientific research, technology, information, energy, and freshwater resources. The author also discusses the Kyoto Conference held in Japan in November 2004 and Egypt\u2019s position on its resolutions.\n\nChapter Six, entitled \u201cToward a Knowledge Society,\u201d also addresses the state of education and scientific research in Egypt, the challenges facing these sectors, technological development, and Egyptian expertise abroad. The chapter includes practical proposals aimed at enabling Egypt to keep pace with these transformations.\n\nSince every country has its own particular circumstances, we have not focused extensively on the final two chapters, as they relate specifically to the Egyptian experience and the proposals they contain cannot necessarily be generalized. Instead, we have chosen to examine the first four chapters in greater detail because they address broader issues that are applicable to almost all countries of the
