The importance of this discussion stems from the fact that the countries targeted by terrorism are developed states that are generally assumed to be less vulnerable to such attacks because their intelligence services are more advanced, better trained, and possess greater capabilities than those of developing countries in detecting attacks before they occur.\n\nIn fact, the debate over intelligence failure is not new. In the 1940s, extensive questions were raised about why the United States failed to prevent the Japanese attack on Pearl Harbor. Similar debates re-emerged over the failure of Israeli intelligence services to anticipate the Egyptian-Syrian attack on Israel in 1973, and later over the reasons behind the failure of U.S. intelligence agencies to predict the September 11, 2001 attacks.\n\nHowever, discussions concerning the failure of intelligence services to prevent the recent attacks in France, Belgium, and elsewhere brought these earlier debates back to the forefront. This prompted the periodical *Trending Events*, published by the Future for Advanced Research and Studies Center in the United Arab Emirates, to devote a recent supplement entitled *Future Concepts* to what it described as \u201cIntelligence Failure.\u201d\n\nThe report sought to identify the main causes of intelligence failure. It raised several questions: Are intelligence agencies alone responsible for such failures, or are other institutions within the state also accountable? Can intelligence failures be avoided? If so, how?\n\nThe report addressed seven main themes. The first provided a conceptual framework for intelligence agencies. The second examined what the report termed \u201cintelligence blindness\u201d (*scotoma*). The third focused on institutional failure, namely the internal problems that limit the effectiveness of intelligence agencies. The fourth dealt with political pressures and the negative interactions between decision-makers and the intelligence community. The fifth examined what the report called denial and deception, particularly the influence of adversaries on the perceptions of intelligence agencies. The sixth addressed terrorist threats and the challenges associated with confronting extremist organizations. Finally, the seventh examined the possibility of avoiding intelligence failure.\n\nThe report noted the wide differences in defining intelligence. Some definitions are narrow, such as that of Harold Wilensky, who defined intelligence as \u201cthe collection and analysis of information.\u201d Other definitions adopt a broader understanding, such as Roy Jackson\u2019s definition of intelligence as information that is collected, analyzed, and submitted to decision-makers in support of state security. Despite the considerable differences among definitions, the report identifies several basic elements of intelligence, including the security environment, secrecy, and oversight.\n\nAccording to the report, the first cause of intelligence failure is intelligence blindness, which it defines as \u201cthe condition in which an intelligence analyst is unable to see facts or recognize the alternatives or options available because he ignores information received from the surrounding environment.\u201d\n\nThe report argues that intelligence blindness results from several factors. These include the analyst\u2019s reliance on pre-existing beliefs about a particular issue, which reduces the likelihood of effectively using available information, or excessive reliance on historical experience when interpreting events, drawing conclusions, and making decisions. This may lead the analyst to collect information selectively. It may also result in the dismissal of important information because it conflicts with the analyst\u2019s expectations, preferences, orientation, or position on the issue concerned.\n\nThe report considers one of the clearest examples of intelligence blindness to be the Israeli leadership\u2019s response to information received in 1973 indicating that Egypt and Syria were preparing to launch an attack aimed at recovering Arab territories occupied by Israel. Israel did not take this information seriously and largely dismissed the possibility on the assumption that the Israeli Air Force enjoyed overwhelming superiority over Arab air forces, and that the Arab states would therefore not undertake a military risk whose consequences appeared predictable. Ariel Sharon reportedly stated that Israel was \u201ccapable of striking any target between Baghdad and Khartoum, including Libya.\u201d Events, however, proved otherwise. Egypt launched its attack on Israel on October 6, and the Bar Lev Line collapsed under the high-pressure water cannons used by the Egyptian army.\n\nThe second cause identified by the report is institutional failure, by which the authors mean internal problems that limit the effectiveness of intelligence agencies. One such problem relates to institutionalization. The report argues that, despite its many positive aspects, institutionalization can sometimes hinder intelligence work because of institutional pressures to reach \u201ca single definitive judgment\u201d on every issue under consideration. This may result in the exclusion of alternative views that could, in fact, be more accurate than the assessment on which consensus has been reached.\n\nAnother institutional problem that can obstruct intelligence work is groupthink. In the absence of a reasonable degree of cohesion among personnel within an intelligence organization, assessments may diverge sharply and staff may fail to reach workable compromises. This can confuse decision-makers, who may then be unable to distinguish accurately among the different options presented to them.\n\nAnother institutional factor contributing to intelligence failure is the absence of sufficient coordination and cooperation among intelligence agencies. In the United States, for example, there has historically been competition among the National Security Agency, the Central Intelligence Agency, and the Federal Bureau of Investigation. Many analysts attribute part of the failure to prevent the September 11 attacks to rivalry among these agencies. Each possessed partial information about the potential attack, but because of inter-agency competition, they failed to adequately share the information available to them.\n\nThe third cause of intelligence failure concerns political pressures and negative interactions between decision-makers and the intelligence community. In this section, the report argues that intelligence failure is often not caused by defects in the work of intelligence agencies themselves, but rather by failures within the political system. Intelligence agencies may successfully collect and analyze information and submit appropriate warnings to the political leadership, but political decision-makers may fail to take the necessary and appropriate measures in response.\n\nThis may occur for several reasons, including the political leadership\u2019s lack of confidence in the intelligence it receives, or its belief that intelligence agencies are affected by internal biases resulting from conflicts within the intelligence establishment. Such perceptions may lead political leaders to question or distrust the information provided by intelligence agencies.\n\nThe politicization of security issues is most clearly reflected in direct pressure from political leaders on intelligence agencies to modify their conclusions so that they conform to the beliefs and preferences of decision-makers. Political leaders may also select, from among several assessments, only the one that best suits their preferred policy direction. Another method is the use of \u201cquestion-asking\u201d in a way that steers analysis and final conclusions toward a predetermined answer consistent with the decision-maker\u2019s preferences and objectives. Such practices can distort intelligence analysis and lead to inaccurate conclusions.\n\nAnother cause of intelligence failure is denial and deception, which the report identifies as the fourth major factor. Denial refers to activities and programs designed to obstruct the collection of intelligence information, while deception refers to the dissemination of false or misleading information to intelligence agencies in order to deceive analysts and influence their judgments, and consequently the decisions of political leaders who rely on those analyses and assessments.\n\nDenial and deception can therefore lead, at the very least, to misleading assessments and increased ambiguity. The Japanese used deception techniques in connection with the Pearl Harbor operation, although space does not permit a detailed discussion here, and the subject can be explored further in the relevant literature.\n\nThe report also examined the challenges facing intelligence agencies in confronting violent extremist organizations and summarized them in five main challenges:\r\n<ul>\r\n \t<li>**Cry Wolf Syndrome:** Intelligence services frequently collect information indicating the existence of imminent threats, prompting security agencies to mobilize in response to the anticipated danger. When the expected terrorist attack does not occur, however, subsequent warnings may no longer be taken seriously.\n\nTerrorist organizations are aware of this dynamic and may deliberately announce their intention to attack specific targets without actually carrying out the threat. Their objective may be to exhaust security agencies and undermine the credibility of intelligence services in the eyes of the political authorities.<\/li>\r\n \t<li>**The Difficulty of Relying on Human Intelligence Sources:** Because of the closed nature of terrorist organizations and the difficulty of relying on human sources to collect intelligence, intelligence agencies often turn to open-source information, such as media reports and the monitoring of these groups\u2019 websites, in order to understand their orientations, methods, and activities. This approach, however, can be costly and requires considerable effort and resources.<\/li>\r\n \t<li>**The Intelligence Precedent Dilemma:** Intelligence agencies may rely on historical precedents to predict future events by studying patterns and the recurrence of similar incidents in the past. However, this approach is not only costly, but also imprecise, as it does not necessarily identify the new locations that may be targeted.<\/li>\r\n \t<li>**The Complexity of the Terrorist Phenomenon Itself:** Operations carried out by organizations such as al-Qaeda and ISIS are often international rather than purely local in nature, making them difficult to fully monitor and contain. These organizations also seek to create an atmosphere of fear and terror by targeting public places that are difficult to predict in advance. The first argues that intelligence failure can be avoided by learning from past cases and developing recommendations and plans designed to prevent similar failures in the future.\n\nThe second perspective, however, maintains that intelligence failure is, in some cases, inevitable. Intelligence personnel, like all individuals, perceive reality through ideological lenses and are influenced by pre-existing biases that shape their analytical frameworks. From this perspective, intelligence failure can be regarded as a natural phenomenon, particularly when information is incomplete, subjective and ideological biases dominate perception, analysis, and
